We investigate axial gravitoelectromagnetic quasinormal modes of a charged black hole surrounded by dust-like Kiselev-type anisotropic matter in Rastall gravity. Under a closure prescription that neglects perturbations of the anisotropy direction, the system reduces to two coupled Schr\"odinger-type equations. These equations admit an -independent algebraic decoupling in the Reissner--Nordstr\"om and general-relativistic dust-like limits, but such a decoupling is generically obstructed when both the Rastall modification and the surrounding-matter contribution are present. For comparison, we introduce an auxiliary frozen-source truncation, whose potential matrix differs from the matter-response matrix in only two entries. For the axial dipole, the matter-response system has one-way coupling, whereas the truncated reference system has two-way coupling. Nevertheless, representative fundamental frequencies of the matter-response system and the reference system differ only at the sub-percent level. A Chebyshev pseudospectral calculation, validated through the Reissner--Nordstr\"om limit and spectral-convergence tests, shows that increasing the dimensionless Rastall coupling lowers both the oscillation frequency and the damping rate in the small- region. In the large- region, the oscillation frequency rises, whereas the damping rate varies nonmonotonically. A larger black-hole charge generally raises the oscillation frequency, whereas stronger surrounding-matter contributions tend to produce longer-lived modes. All surveyed fundamental axial modes satisfy .
