For a subset of a finite group , let denote the set of commutators , where and . Suppose that a finite group has a Carter subgroup , that is, a nilpotent subgroup containing its normalizer. Suppose that any subgroup generated by a subset of is -generated. We prove that if is soluble, then the derived subgroup has -bounded rank. We produce examples showing that the solubility condition cannot be dropped. For any finite group, we prove that the rank of is -bounded, where is the maximum rank of composition factors of isomorphic to for . We also prove in the general case that has -bounded rank under the additional condition that for any , any subgroup generated by a subset of is -generated. The proofs rely on the classification of finite simple groups, using which we prove that if a finite simple group has an element of prime order such that any subgroup generated by a subset of is -generated, then has -bounded (Pr\"ufer) rank or is isomorphic to with when , or to with when .
