We study pulse-number selection in a stochastic cubic--quintic complex Ginzburg--Landau model of a weakly seeded, normal-dispersion laser in the dissipative-soliton-resonance (DSR) regime. Optical seed injection suppresses energy-dependent multipulsing and produces a nonmonotonic DSR energy window. The noise-induced formation statistics do not establish canonical stochastic resonance or escape from a pre-existing soliton. Deterministic control by a weak monochromatic seed yields persistent single-pulse behavior within a noticeably broader energy window, enhancing dissipative-soliton energy scalability and DSR.
